The Office of Human Resources Management, Compliance, and Diversity (HRC&D) houses the combined functions of human resources management, compliance and civil rights programs, and diversity efforts across the AGNR enterprise.
HRC&D is a unit within the AGNR Administrative Services office and resides under the administration of the Office of the Dean of AGNR supporting Academic Departments, University of Maryland Extension (UME) and the Maryland Agricultural Experiment Station (MAES) missions of the college. The unit serves approximately 1,000 faculty, staff, graduate assistants, and undergraduate students employed throughout AGNR. As the College entrusted with effectuation of the state’s Land-Grant mission, AGNR employees are geographically dispersed within the state of Maryland in all 23 counties and the city of Baltimore.
Human Resource Management
- The office manages all AGNR day-to-day HR functions to include but not limited to hiring; searches (including serving as equity administrator as needed); reclassification, compensation, and position reviews; disability accommodations; AGNR tuition remission; family and medical leave act requests; telework requests; and HR policies and procedures development. In addition provide support to AGNR searches via three equity administrators to promote and enhance the equitability and professional goals of our employees to carry out the land grant mission of AGNR.

Compliance Programs
- Charged with supporting legal standards relative to UMD policies and local, state, and federally applicable laws and regulations, Compliance Programs provides guidance, training and assessment. The Assistant Director serves as an Equity Officer and the Title IX Coordinator for AGNR. The Assistant Director maintains the AGNR Dashboards which allow internal and external constituents to view and engage with data regarding the many ways we fulfill our land-grant mission.

- College Park City-University Partnership Homeownership Program is part of an effort to increase the number of people living near their place of employment as outlined in the University District Vision 2020. Full-time, benefits-eligible employees of UMD, College Park and full-time employees of the City of College Park can receive $15,000 in down payment or closing cost assistance for a home purchased anywhere in College Park.

- Emergency Loan Fund (ELF) is designed to assist University of Maryland College Park faculty or staff members who are experiencing a personal financial emergency and have exhausted all other avenues of support. Loan repayments must be complete within a six month period. Loan defaults are turned over to the State Central Collections Unit, where an additional 17% fee will be added on to the original loan amount.
- Faculty Staff Assistance Program (FSAP) assists faculty and staff with a variety of problem areas, including job difficulties; alcohol and drug problems; marital and family problems; emotional distress (anxiety, depression, stress-related disorders, etc.); legal, financial and a variety of other concerns.

- University Office of Civil Rights and Sexual Misconduct (OCRSM) mission and programs are very extensive.
- University Conflict Resolvers Network offers several support groups and individuals to resolve conflicts such as those that may arise between an employee and supervisor. The site above notes individuals and groups including the Staff Ombudsperson Mosley and the Center for Leadership and Organizational Change (CLOC) who offer mediation services.

AGNR New Hire Orientation
